SONS and ITS Implications!

There is one very specific reason that the federal response to the Horizon Oil Spill has been delayed and difficult to understand. The NCP (National Contingency Plan for Oil
Spills and Hazardous Materials Releases) published at 40 CFR Part 300 is in effect but last updated in 1994 when a statutory mandate to do so came from the Oil Pollution Act of 1990. Obviously the existence of various planning and preparedness documents have since been published and the DHS created. None of this is currently reflected. DHS Secretary says she declared the SONS (spill of national significance) and is running the show under HSPD-5! But hey EPA and Coast Guard are Co-chairs of the NCP and really the key players.

Also the following key positon in EPA is vacant. Draw your own conclusions from the postions description. My deceased friend and former EPA head of Emergency Response is long gone. He died one month after retiring from EPA. He once worked for FEMA. He went to EPA in 1982 or 1983 with a flock of other talented FEMA officials.
